This was a bit of an odd one. In the manga there have been these odd little One Piece comedy strips cropping up every now and again, with chibi versions of the characters reimagined as various things including mafioso and superheroes. This is (to my knowledge) the first time one of these has been animated, and it cropped up at the end of Episode 279.
In this short the Evil Doctor Usodababa (a chibi version of Usopp bent on world domination) decides to kidnap Namifia (Nami), lovely assistant of his nemesis Chopperman (Tony Tony Chopper, with a cape), and lure him into a trap. Unfortunately his incompetent underlings kidnap Chopperman instead! Chopperman, armed with his power of cuteness, makes himself at home and befriends Usodababa’s sentient weapon the Luffy Bomber (a giant mechanical version of Monkey D Luffy), who then saves the day! All this happens in the space of about three minutes but it’s great fun, with plenty of laughs and cutesy animation to enjoy. The reimaginings of the characters is really bizarre - you think a giant robot Luffy is weird, wait till you see the brief cameo from a half man-half Onigiri rice ball Roronoa Zoro! I really hope they do more of these, it beats the usual ending sequence any day!
